PRESIDENT’S COUNCIL
MINUTES
November 13, 2000

 1.      COLLEAGUE Update: Waco’s first test account for R16 is now available.  Training is complete for CORE, Admissions, Curriculum and Accounts Receivable/Cash Receipts.  This training has resulted in System wide meetings and a clean up of the data.  Records and Registration and Residence Life will begin training in November.  Communications Management for Financial Aid and Communications Management will begin training in December.  

Dana Strauch of System would like to begin a purge of R13 no later that November 16, 2000.  A schedule was passed out to Council members.   It is important that the data be cleaned up now.  R16 is a relational database.  This will make purging information in R16 more difficult

Dr. Martha Ellis

 1.      Inclement Weather: What is the proper procedure for closing the campus?

 ACTION:       The Dean of Instruction will determine if the college should be closed due to inclement weather.   The Director of College Relations will contact the appropriate Media outlets.  Communication to the rest of the college will be determined on a department or area basis.  Any closing due to inclement weather is not noted as an absence.  No on should attempt to come to work if weather conditions are life threatening.

 College Operating Procedures

 1.      COP Criteria: Is it good for students? (customer services, better processes, promote learning, promote health, safety, student life, etc…)  Does is build trust among us all?

 Rich Morris

Due to the complexity of the COPs in section nine and the multiple departments involved in revising the COPs, Human Resources is continuing to work on them.  The COPs in section nine should be ready for review by Thanksgiving.

Charles Reed

1.      COP 1.6: A new COP will replace 1.6, 1.9, 4.20 and 4.21.  The new COP will cover the use of College Facilities.  Wanda Stacha will assign a new number to this COP pending approval from the President’s Council.

2.      COP 1.41: This COP on Sexual Harassment will not be combined with COP 1.51 due to language and Title IV requirements.

3.      COP 1.42: This COP on Racial Harassment has been revised, and is pending approval from the President’s Council.

4.      COP 1.43: This COP on Drug-Free Schools and Campuses and Workplace is on hold.  Human Resources is working on this issue.

5.      COP 1.46: This COP on the Disaster Communication Plan has been revised, and is pending approval from the President’s Council.

6.      COP 1.52: This COP on Alcohol and Drug Possession and Use will remain without any changes.

7.      COP 2.14.2 and 4.11: These two COPS involving the Reasonable Accommodation for Major Religious Holidays for employees and students will be combined, and are pending approval from the President’s Council.

8.      COP 2.29: This COP on the Student Right-to-Know and Campus Security Act will remain without changes.

9.      COP 4.1: This COP on Student Housing has been revised, and is pending approval from the President’s Council.

10.  COP 4.26: This COP on Student Government has had some minor revisions, and is pending approval from the President’s Council.

NOTE:            The Student Government Association Sponsor has a copy of the COP manual.  As the COPs are revised and approved they will be put on the TSTC website for easy access.  

11. COP 7.8: This COP on Scholastic Standards has been put on hold pending System approval.

1.      COP 1.40: This COP on Disaster Recovery For Telecommunication Services has been revised, and is pending approval from the President’s Council.

2.      COP 1.53: This COP on Computer Standards has been revised, and is pending approval from the President’s Council.

3.      COP 2.46: This COP on Faculty Credentialing has been revised, and is pending approval from the President’s Council.

4.      COP 3.4: This COP on Telecommunication Services has been revised, and is pending approval from the President’s Council.

5.      COP 3.18: This COP on Charges for PROSkills Instructional Services has been revised, and is pending approval from the President’s Council.

6.      COP 4.2: This COP on Professional Certification for Credit Assignment has been revised, and is pending approval from the President’s Council.

7.      COP 4.3: This COP on Credit Assignment for Armed Forces and Service School Training has been revised, and is pending approval from the President’s Council.

8.      COP 4.4: This COP on College Credit by Examination has been revised, and is pending approval from the President’s Council.

9.      COP 4.5: This COP on Experiential Credit Assignment has been revised, and is pending approval from the President’s Council.

10.  COP 4.14: This COP on Assignment of Transfer and Substitution Credit has been revised, and is pending approval from the President’s Council.

11.  COP 5.2: This COP on Governing the Purchase of Texas Surplus Property has been revised, and is pending approval from the President’s Council.

12.  COP 5.9: This COP on the Disposal of Student-Produced Products has been revised, and is pending approval from the President’s Council.

13.  COP 7.4: This COP on Dual Department Chairmanship and Salary Increments and Assistant Department Chair Appointments has been revised, and is pending approval from the President’s Council.

14.  COP 7.7: This COP on the Change of a Major Program has been revised, and is pending approval from the President’s Council.

15.  COP 7.8: This COP on Scholastic Standards is on hold.

16.  COP 7.9: This COP on Student Attendance will be deleted pending approval from the President’s Council.

17.   COP 7.11: This COP on Change of Grade on the Permanent Record has been revised, and is pending approval from the President’s Council.

18.  COP 7.12: This COP on Enrolling Courses Scheduled During the Same Period of Time has been revised, and is pending approval from the President’s Council.

19.  COP 7.14: This COP on Revision of Approved Curricula has been revised, and is pending approval from the President’s Council.

20.  COP 7.18: This COP on Termination of Regular Instructional Programs has been revised, and is pending approval from the President’s Council.

21.  COP 7.21: This COP on Auditing Courses has been revised, and is pending approval from the President’s Council.

22.  COP 7.24 and 7.43: These COPs on Copyright-Related Activities and Allocation and Management of Computer and Copyright Resources have been revised, and are pending approval from the President’s Council.

23.  COP 7.28: This COP on Circulation and Use of Library Materials to Approved Local Agencies and Persons has not been changed.

24.  COP 7.29: This COP on Establishing Program Entry Specifications has been revised, and is pending approval from the President’s Council.

25.  COP 7.30: This COP on Teaching Faculty is on hold.  The Faculty Senate has voiced some concerns.  They would like to see an elimination of the minimum requirement for contact hours and a separate COP on the overload policy.

ACTION:       This COP will be discussed at greater length at the Faculty Senate meeting and the Deans of Instruction meeting.  

26.   COP 7.31: This COP on Student Advisement has been revised, and is pending approval from the President’s Council.

27.  COP 7.32: This COP on the Establishment of Contracted Exit Points and Modified Exit Points has been revised, and is pending approval from the President’s Council.

28.  COP 7.33: This COP on Standard Class Size has been revised, and is pending approval from the President’s Council.

29.  COP 7.35: This COP on Rescheduled Class Activities has been revised, and is pending approval from the President’s Council.

30.  COP 7.36: This COP on Obtaining Approval for Articulation Agreement has been revised, and is pending approval from the President’s Council.

31.  COP 7.37: This COP on Student Graduation has been revised, and is pending approval from the President’s Council.

32.  COP 7.38: This COP on Assigning Course Grades has been revised, and is pending approval from the President’s Council.

33.  COP 7.39: This COP on Instructional Department Evaluation and Oversight has been revised, and is pending approval from the President’s Council.

34.  COP 7.40: This COP on Employing Part-Time Faculty for Regular Instructional Programs has been revised, and is pending approval from the President’s Council.

35.  COP 7.41: This COP on Faculty Evaluation has been revised, and is pending approval from the President’s Council.

36.  COP 7.44: This COP on Support Areas to Share in the Development of Library Collections by Department Chairs, Teaching Faculty and Professional Staff has been revised, and is pending approval from the President’s Council.

37.  COP 7.46: This COP on Consortia and Contractual Relationships for Education service Leasing to Degree or Certificate Credit has been revised, and is pending approval from the President’s Council.

38.  COP 7.47: This COP on Faculty Governance has been revised, and is pending approval from the President’s Council.

39.  COP 7.48: This COP on GPA for Current Program Enrollment has been revised, and is pending approval from the President’s Council.

40.  COP 7.49: This COP on Prohibition of Children in Classrooms and other Campus Buildings has been revised, and is pending approval from the President’s Council.

41.  COP 7.50: This COP on Disruptive Classroom Behavior has been revised, and is pending approval from the President’s Council.

Approval of COPs

Motion: Elton Stuckly, Dean of Instruction

Second: Rich Morris, Director of Human Resources

Action: COPs 7.12,7.37,7.38, 9.12 and the COP regarding use of facilities were voted on for approval.

Result: All were approved unanimously.

The next COP meeting will be on December 11, 2000 at 9:00am.

Jay Teakell and Jan Osburn passed out copies of the COPs that would be reviewed in the next President’s Council meeting.

State Charitable Contribution Campaign

The Campaign Committee, the largest contributors, and the raffle winner were recognized.

Committee Chairs: Dawn Khoury, John Hendry and Wanda Stacha

Top three contributors: Charles Lott, Edd Clark and Bill Werner

Raffle winner: Larry Davis

The top contributors and the raffle winner each received dinner for two at the Red Lobster restaurant and two movie tickets.

The amount raised was up 36% from last year, and participation was up from 43% to 53% from last year.
