PRESIDENT’S COUNCIL MEETING

MINUTES

March 8, 1999

8:30 am

 

MAC Grant Summary Report (handout)- Trying to contact 56 former students who gave no reason for withdrawal. Have received responses from all except those with no phone contact and who have not responded by letter.

 

Deaf and Disabled Note Takers (handout)- Received report from Brent Burns. Independent study courses should not be included in the program. Appears that costs are increasing. Will need to look at this when creating the next budget.

 

GED (handout)- There is a meeting next Monday, March 15, to announce a new grant from the Rapoport Foundation. James Gilmore will attend.

 

Student Appreciation Day (handout)- Draft of ideas for such a day was distributed. The proposal is still in discussion and many suggestions on the handout are not going to be included.

 

COP 2.35 Work Schedules and COP 2.38 Vacation Leave (handouts)- For the Council’s information, final copies of the COPs were distributed.

 

Docutech Lease- Four departments are using this system which provides a direct link to the print shop. This system prints cheaper copies of higher quality, since they are not actually copies. Terry Conroy has volunteered to demonstrate the system for anyone interested. INS can install the driver at no cost. Those wanting the system should contact Lynn Francis.

 

Proposed Tuition and Fees for FY2000- Elton Stuckly has been in discussion with the Department Chairs regarding increasing the Computer Use Fee, adding new department fees, or increasing the lab fee. Increasing the lab fee with the additional funds going directly to the departments is the favored idea.

 

Instructional Division Reorganization (handouts)- Discussed the reorganization of the Instructional Division and the reassignment of departments within the clusters. The Department Chairs had no comments when Elton Stuckly presented the reorganization at their meeting.

 

High School VICA Students Entering TSTC- Tracking of VICA students who enroll at TSTC Waco appears to be inaccurate as a few departments report that they have more VICA students than College Relations reports for total VICA enrollment. Elton Stuckly would like each cluster to set up a recruiting booth on the Saturdays VICA meets here.

 

Classes During Graduation- Complaints have been made that labs were not open in order that faculty could attend graduation. Classes are not to be canceled for graduation. Discussion ensued on starting the ceremony at 5:30 or 6:00 rather than 4:00.

 

Approved Electives (handout)- Follow up from a recent situation. An elective is a course out of the student’s curriculum.

 

Y2K Request- The question has been raised if it would be possible to receive the first payroll check of 2000 early in December 1999 to avoid any probable Year 2000 problems. TSTC has no control over this as the State of Texas determines the payday and the money is deposited from Austin.

 

COP 7.9 Student Attendance (handout)- Elton Stuckly distributed the final draft. Charles Reed wants to run an end-of-quarter check to see how refunds would be affected under this policy. The policy should be active at the beginning of the Fall quarter.

 

Technical Education Conference- Elton Stuckly will be out of the office from 10:00am Wednesday, March 10, through Sunday, March 13, for this conference. Wayne Blinka will be in Mr. Stuckly’s office from 1:00pm Wednesday for the duration of the week.

 

FYI – Proposed Parking Decal Process (handout)- Elton Stuckly asked if an explanation of how to add a vehicle needs to be on the Invoice for Annual Parking.

 

ACTION: Jay Teakell will need to respond to the question raised.

 

Cumulative GPA- Staff Senate believes a third GPA, Overall Cumulative, should be added to the existing Term GPA and Current Major GPA. Faculty Senate agrees, but asked which GPAs would be used in policies such as scholastic probation and financial aid. The Term and Major GPAs would remain as determinants in campus policies. Pros and cons to the proposed GPA should be examined

 

College Preview Dress- It is not deemed necessary for all employees in each department to wear a common uniform during College Preview. Wearing nametags during this time should be encouraged and sufficient.

 

Campus Event Publicity- Publicity needs to be maximized for campus events, especially in the local newspaper. Channel these announcements through College Relations.

 

Success Stories- A Proclamation or a Joint Resolution regarding TSTC will be made at the legislative session on April 14. Foundation will coordinate success stories received from all campuses for presentation.

 

Capitol Display- Marketing is coordinating an unmanned display for TSTC Waco to be at the capitol on April 14 during the legislative session.

 

Legislative Update- The hearings Dr. Williams has attended have been positive. No programs, campuses, or extension centers are in jeopardy. Legislators are pleased with the Memo of Understanding with the community colleges.

 

Food Service Options- No other proposals were received. TSTC Waco will probably continue to use Fine Host for an interim basis under their last proposal. Discussion ensued on other options, as there were concerns to continued quality and if having a grill is essential.

 

Perkins Distribution- Sandy Pulliam, Bobby Lansford, and Darline Morris attended a meeting in Dallas last Thursday, March 4. Perkins distribution is to allocate money based solely on technical students. Texas has an exemption to base the distribution on total Pell Grants awarded and not just technical students. The Texas Higher Education Coordinating Board wants to continue the exception. Gary Hendricks and Dr. Morris are putting together a proposal.

 

Institutional Memberships (handout)- System is examining the Institutional Memberships, how much is being spent and the benefits received.

 

GEAR UP Grant- TSTC Waco is submitting a proposal for this grant with McLennan County Youth Collaboration, Waco Independent School District, McLennan Community College, and Baylor University. TSTC Waco will host a summer camp, which will provide academic enrichment and exposure to our programs, for McLennan County youth.

 

Developmental Education Funding Proposal- For President’s Council information, this proposal is about to go to the House.

 

Enrollment Status (handouts)- Waco is up 22, Marshall and Palacios enrollment numbers are down. Hold students are not factored in this year as they were last year.

 

THECB Site Visit Report- Some unexpected recommendations. Many common suggestions regarding advisory committee minutes, SCANS competency, and involvement in budget planning. Four programs were ranked exemplary. Discussion ensued on job placement and who should handle it.

 

Charles Reed distributed the latest draft of COP Disruptive Classroom Behavior. Ben Matus will present it to the Faculty Senate.

 

Ben Matus asked where to find information on Release Time that was rescinded by the Board of Regents in their last meeting. Dr. Williams will check on this.

 

Ben Matus also asked about the process to change the name of Airport Road.
