JOE PENICK

Retirement Ceremony and Lunch (handout) – Annual Retiree Reception will be held August 17. This year the ceremony and lunch will be held in one room instead of having everyone move to a different place for lunch. All deans are to verify that Human Resources’ records are correct, and see that those retiring by the end of August have their paperwork completed on time in order to ensure the fiscal year will be accurate.

CARLISS HYDE (for Toni Herbert)

WIA (Workforce Investment Act) Update – Part One for all programs has been completed and Ms. Hyde will deliver to Gaylen Lange of HOTCOG this afternoon. She did encounter conflicts while completing the information. We need accurate cost sheets for every program. TSTC East Texas Center at Marshall mailed their completed documents to East Texas Council of Governments (ETCOG) on July 8.

Average Age of TSTC Waco Students (handout) – Currently the average age of the TSTC Waco student is 24.7 years. College Relations produces different advertisements directed to younger and older potential applicants.

College Relations Activity Reports (corrected) (handout) – Corrected information from the Deans’ Council meeting on June 28.

Texas Tech Student Tracking (handout) – Report from Texas Tech that tracks the performance of the one student who transferred from TSTC Waco to Texas Tech. Would be interesting to see reports on our students who have transferred to other four-year schools. It is possible that departments could use them as a performance measure.

San Antonio Express-News Article (handout) – Ancira will cover new employee’s student loans and some other expenses if they receive their degree from TSTC Waco. Henna Chevrolet has a similar program. Send Ms. Hyde copies of articles such as these so she may include them in grant applications.

Auditorium Equipment – There is no point of responsibility for people using the John B. Connally Center Auditorium to contact in case they have questions regarding the equipment. Greta Hecker needs to be in charge of the equipment.

Skills Development Fund – Carliss is having difficulty closing out some of these because of previous relationships we have had with various companies. Two of these are finished and she has two left to do this week. She expressed that Edd Clark had some concerns about the SmartJobs/TOTMAT funding.

JAY TEAKELL

Physical Plant (handout) – Tom Miller, Director, and Jerry Ballew, Assistant Director, resigned. Henry Graves has been appointed as Interim Director and Rhett Reddell has moved offices from the Physical Plant to Mr. Teakell’s building. For maintenance assistance, please call Louise O’Neill (as usual), Mr. Graves, or Mr. Teakell. A letter (see handout) was sent out to all Physical Plant employees. Dr. Segura suggests that we may have to contract out the entire operation if there are no improvements in teamwork. There are many year-end projects, as follows: a) Renovate building 1-5 for the English department, b) Demolish paneled walls where CNS used to be, c) New roof on System annex, d) Paint trim on Buildings 32-1 (System), 32-5 (System annex), and 32-10 (old business office), e) Paint exterior and sign of the Kultgen Automotive Center the same color as Lavaca Hall, f) Paint old concrete block building and repair part of its roof, g) Develop plans for Particle Accelerator Building—this needs to be done quickly since students have already begun program at Baylor.

ACTION: Wayne Blinka to call Keith Bailey, architect.

h) Contract for vinyl siding on Food Service/Culinary Arts, i) Carpet Provence Center lobby and paint classrooms, j) Continue housing work, k) Develop energy management since all buildings except five are different, l) Presenting ten houses to the Board of Regents for demolition, m) Repair DA roof and repaint, n) Window glazing of IMM/PET, o) Paint booth project, p) X-ray labs for Mr. Khozein, q) Air Conditioning in MET, r) HVAC for System, s) Watertower, t) Specialist from Dallas to come tomorrow to examine air-conditioning in the Aerospace Center.

JUDY PURSCHE

Students Attending Dropped Class – This is a problem especially if a refund has been given or if there is a possibility of liability for injuries. If a student has been Administratively dropped, we cannot prevent student from attending classes.

Staff Senate Directors – New directors were elected at the Staff Senate meeting July 8. Tomorrow at 10:30 a.m. the incoming and outgoing directors will meet and elect officers.

COLLEAUGE Meeting – Certain System employees told Judy Pursche during the meeting’s lunch break that they were not planning on purchasing every feature demonstrated because they do not have the administrative personnel at the System level to support it. The two features they specifically mentioned were e-mail and web-based registration. Mr. Teakell has already told System that we need the complete package.

BEN MATUS

Anonymous Letter to Faculty – Ben Matus gave a copy of the letter to Mr. Stuckly. Mr. Stuckly has discussed this with Gary Hendricks this morning.

Division Initiatives – Wants to improve our services and "raise the bar," but needs System to update so we can implement projects such as creating a means of acquiring student information by Personal Identification Number (PIN).

Proposed COP on Student Participation in Graduation Ceremony (handout) – Problem of students walking at commencement who were not even scheduled to graduate the following quarter.

JACK MILLER

Update on TSTC East TX Center at Marshall – The East TX Workforce Development Board is behind on assigning contractors for the JTPA One-stop Center. Jack Miller will be making a presentation to the local Economic Development Corporation, which may give a $35,000 grant for landscaping, special recruiting, and marketing. DARR gave DSM at $16,000 grant. Plastics has received almost $500,000 in equipment and has hired a new instructor. Plastipak’s head of Human Resources is now the Foundation president. Thirty employees are in training on how to utilize the distance education classroom. The Texas Logging Council wants TSTC Marshall to do their Federally mandated training in safety and CPR for 2000–3000 people in East Texas. Marshall’s year-end projects include: updating instructional equipment, painting the new building, and replacing the carpet in the old building. Marshall is hosting the Board of Regents’ meeting at the end of the month. On Thursday, July 29, a fish fry is being held to celebrate TSTC Marshall’s campus status. The campus has talked to all vendors and the Chamber of Commerce about joining the Central Master Bid List.

JAMES MITCHELL

Off-campus Club Accounts – Currently all such accounts require Dean Reed’s signature and must be renewed each quarter. The Student Government Association was wondering if it would be more feasible for Dean Reed to appoint a representative or allow the faculty sponsor for each club to sign in his place. Discussion ensued and the decision was made not to change anything.

ELTON STUCKLY

Enrollment – TSTC Waco’s enrollment is up 57 students.

Students’ Driving Own Vehicles – Discussed our liability if students wish to drive their own vehicles on field trips.

Handicap Accessibility – The architect says the John Connally Building is handicapped accessible. Rhett Reddell, TSTC Waco Safety Officer, states that our handicap parking is legally correct, but we will restripe the JCB parking lot and add a few more spaces at Patterson Hall. After we have received prices, automatic entry and bathroom doors will also be added at Patterson Hall.

Updated COP on Official Travel – Elton Stuckly gave Jay Teakell his comments.

Chancellor’s Meeting – Dr. Segura does not want TSTC Waco to implement any major changes until a new president can be hired, this includes the proposed changes to College Relations in Toni Herbert’s area. Dr. Segura hopes to have a new president by September 1, 1999. Ben Matus expressed that Faculty Senate wishes to be included in the selection of the president.

Dean of Instruction Position – Dr. Segura commented on our difficulty in hiring a Dean of Instruction and wants Elton Stuckly to consider holding that office for two years. Mr. Stuckly has asked Dr. Segura to discuss this with the Faculty Senate and the Dean Search Committee.
