President’s Council Meeting Minutes

August 9, 1999

8:30 a.m. - 11:30 a.m.

TONI HERBERT:

Workforce Investment Act - Carliss Hyde gave a report on the Workforce Investment Act (WIA). (Handouts) She stated that the JTPA process had changed. She has just sent a complete set of applications to all the Texas Workforce Development Boards, a total of 26. Each application contained information on each certificate and associate degree with a systems financial report and curriculum information.. Each dean will receive a copy of all the materials which was sent to the boards. Ms. Hyde stated that next year program entry requirements in reading, writing and math must be included in remedial training in each program. The contact person at WIA is Jeff Brown. It was suggested that a workshop be set up on campus to train our personnel as tracking of information will be important. Financial Aid, Business Office and Department Chairs will be included in the training. Institutional Research & Planning will coordinate this information. Mr. Reed suggested that we have a coordinator for this project.

Recycling Update - Toni Herbert stated that she had discussed recycling with Anna Dunbar with the city. Ms. Dunbar said "It can be added to TSTC’s contract". Ms. Herbert will further discuss this with Ms. Dunbar and Robert Gordon.

John B. Connally Center Dedication - Toni Herbert stated that the dedication will be in early November. She is going to invite Mrs. Connally and her children as guests. Contact will be made this week.

Pathfinder Award Nomination - Toni Herbert suggested that we nominate someone from our campus for this award. The award honors local women in the area. Several from TSTC have received this honor.

G.L. Wiley (Handout) - Toni Herbert stated that the computer training course is back on track at G.L. Wiley. The equipment will be updated.

Video - Toni Herbert ordered a video, Managing Change and Transition, and would like the deans to view it; if not before, possibly at the Deans’ Council meeting next week.

WAYNE BLINKA:

Labor Market Information Meeting - Dr. Lynn Parks gave a report on the Labor Market Information Meeting. Mr. Blinka was put on as a permanent member of the subcommittee. Meetings which are scheduled will be on August 20 and October 6. The main agenda item will be drafting a procedure on how to qualify training vendors. State guidelines stipulate that any training program for a demand occupation is good. Mr. Blinka will work with Carliss Hyde to see if the programs on campus will be qualified to access the WIA funds.

CHARLES REED:

Testing (Handout) - Dr. Tom Liston addressed the possibility of having to increase the fees for testing. Student Services needs to charge more due to cost of paper, etc. Charles Reed stated that we will receive $97,800 from Carl Perkins and that this money is to be used to directly benefit the students. If this money can be used for testing fees, we will not need to increase the cost.

Use of Swimming Pool - Charles Reed stated that the lifeguards will be going back to school, and we will have a shortage of lifeguards. Other pools pay more per hour; however, it was suggested that some of these lifeguards may be available after school starts. We could possibly pay more per hour for the rest of the time. It was suggested that we allow our students to swim without lifeguards for the remainder of this time, but no children.

Organizational Charts - Charles Reed requested each dean and Toni Herbert to update their charts and send them to Stacey Fleetwood by Thursday for the Tech Times which is to be published on August 31.

Action: Organizational charts are to be sent to Charles Reed as soon as possible.

Parking Decals - Charles Reed discussed whether we should charge non-TSTC employees for parking such as the Day Care and TRC employees. These businesses do lease space from TSTC.

Single Student Housing Availability (Fall) - Charles Reed stated that people are being misinformed on the availability of single student housing. The 4 bedrooms in Village Oaks are filled; however, there are 2 bedrooms available. There are 100 spaces at Village Oaks, and there is space available at Red River.

Book Loan Fund Account - Charles Reed stated that we might consider other ways to lend money for textbooks. In the past there was a certain amount allotted for emergency use, and it would be gone in a short period of time. Textbooks could be purchased and loaned to students, and there is the possibility that the Carl Perkins funding could be used as this would be a direct benefit to the students. The departments could keep up with the books on reserve to be used for academics and intro textbooks. All textbooks could not be purchased. The students could borrow these for approximately 4 weeks until their loans are available.

JAY TEAKELL:

Personal Protective Equipment (PPE) - Elton Stuckly stated that he would like for Wayne Blinka to bring this up at the Department Chair meeting. Jay Teakell stated that TSTC would pay for the first pair of steel toed boots for the Work Study students. This item will be brought back to the Deans’ Council for discussion.

Memorials - Flo Darwin stated that several people have inquired about placing memorials on the campus. The Faculty and Staff Senates are proposing to build a fountain in the area between the SSC and Electronics area. A suggestion was that engraved plaques could be placed on an individual brick on the fountain. Another suggestion was that a large plaque could be used in each department and names could be added. The cost for the fountain will be between $30,000 to $40,000.

JACK MILLER:

Jack Miller stated that the July Board of Regents meeting went well.

The ETC will have their graduation on Friday, August 13 at 1:30 p.m. Toni Herbert and Elton Stuckly will attend the graduation.

The ETC is fully accredited by SACS as long as they are an extension center of Waco; however when ETC is a stand alone campus on September 1, 1999 they will need a letter of confirmation from SACS that they are accredited as a separate campus. The Waco campus will continue to provide the financial aid services. Jack Miller will write a letter to SACS.

Jack Miller asked if he should be signing for the new positions which are in next year’s budget. Mr. Miller will sign the forms for the new positions.

Is there liability on field trips for the students? There is not liability as field trips are considered a class location.

JUDY PURSCHE: (Absent)

Flo Darwin distributed a letter of appreciation from Judy Pursche and a list of the new Staff Senate Officers for next year. The information will be put in On-Line and e-mail.

BEN MATUS:

Ben Matus stated that they would be voting on Faculty Senate officers before the end of the month.

JAMES MITCHELL: (Had no agenda items)

ELTON STUCKLY:

THECB Effectiveness of Developmental Education Report - Mr. Stuckly stated that Waco faired well in ranking. Amarillo College is recognized as a model program. Mr. Stuckly stated that perhaps a trip could be made to AC to look at their program.

Employee Parking at Aerospace - The employees at the Aerospace building have requested more reserved parking areas. Charles Reed will meet with the Parking Committee to discuss this item.

FTE INCREASE FOR FY2000 (Handout)

If a new position is requested, it must be approved by the Board of Regents and then the request is mailed to the Legislative Budget Board. This procedure must be followed to officially increase the FTE.

Emergency Leave SOS HR2.3.12 & COP 2.43 (Handouts were incomplete) - Mr. Stuckly discussed the number of days an employee should be granted for emergency leave for a death in the family. In the COP it states on page 2: E. A period of leave related to the death of member of the employee’s immediate family may be granted at the discretion of the supervisor. Such period of time shall not exceed three (3) days and shall be dependent on the circumstances of each case.

Proposed COP "Student Participation in Graduation Ceremony" - Charles Reed stated that the proposed draft of the COP will be sent to the Department Chairs to address. A concern was if a student has not completed enough credits for graduation, should he/she be able to participate in graduation.

Texas High Tech Workforce Partnership (Handout) - The Memorandum of Understanding (MOU) for the Texas High-Tech Workforce Partnership was signed on July 27. A news release was to go out on this information.

New Diesel Program at Laredo - A diesel program will be started in January on the semester system in Laredo. This will be sent to the CB. Waco campus will hire the instructor to start the program. The MOU was signed last Friday by the Chancellor.

BCT Program - Elton Stuckly has met with Jay Box of McLennan Community College to discuss a partnership for the Building Construction Technology. Waco would offer advanced courses. A proposal for the curriculum will be put together, and Mr. Stuckly plans to meet again with Mr. Box and the president, Dennis Michaelis.

Wellness Program at TSTC - Mr. Stuckly inquired if we have ever had a Wellness Program. The response was that due to low participation the college has not continued. However, we do have a walking track, aerobics, counseling provided at Lake Shore and a Health Fair is held every year.

Update on TSTC Presidencies (Handout) - The ads have gone out for a national search for the presidencies in the Chronicle of Higher Education. Hopefully, a president of the Waco campus will be selected in 90 days.

Audit of Student Clubs - The TSTC Internal Audit department is in the process of planning an audit of selected student clubs at TSTC Waco. An entrance meeting is scheduled for today with Albert Srubar, Director of Audits, and Jim Cypert. Elton Stuckly, Jay Teakell, and Charles Reed will attend.

Dept of Ed Title IV SFA Audit Report (Handout) - Charles Reed will check to see if Jackie Adler received this letter.

Carl Perkins (Handout) - The funding of $97,800 was awarded to the Waco campus. Charles Reed is looking at areas where the funds can be used to benefit the student.

Program Placement Rates for LBB - The placement data has not been received. It will be put on Wayne Blinka’s agenda for the Department Chair meeting.

Traffic Light - A traffic light has been promised. Donny Harland will have his officers direct traffic for the opening of school.
