January 14, 2001

No big change; tuition, fees.

President Council Meeting (Jan 14)

The College will have an internal audit next month.

HR will have a Spanish training course for staff development.

Question was asked; why are so many classes not making

There was a change to some COP’s; student travel form, new emergency plan.

Dr Ellis asked for input into areas for TSTC to invest in or to cut back on.  Ask your department faculty for suggestions and send a brief memo to Richard before January 22.

Faculty SSN and info

Faculties birth date, SSN is available on colleague to everyone with colleague access. Francette implemented this version into the Dallas community college system and it was a  hot topic in Dallas but was later removed from their system. She can only do things to a certain limit but she is willing to come and talk to the senate to let us know what she can do or is able to do.  Moved to invite her and seconded. Ed will invite her to next meeting. Topic: Change access point and who can get to it?

Faculty Load and class size

Richard asked which takes precedent; SOS or COP. He was told that an SOS takes precedent over COP and now the new load document from Dr Grulick which supercedes the current COP (reason because the COP is old)?  Was told this document supercedes the COP. If there is another new document that doesn’t match a COP, then would that document take precedent. How can we know if there are “superseding” documents floating around? Tinker informed the senate that Dr. Ellis stated 2 years ago that no COP would be done without faculty approval on this campus! Seems something or someone has changed that fact.

If you do not set the class size on the 4th class day the dean and curriculum coordinator will decide if that class will be cancelled and how faculty and class schedules will be rearranged. No faculty or chair input.

February (22) there will be a meeting with all campuses to look at faculty load but no one from the Waco Faculty Senate was invited. Dr. Grulick and Sam Williams are representing Waco. Richard is going to ask why the faculty from Waco are not represented but other campuses are.

Would like to see no technical or academic faculty just faculty who are all treated the same. There is no COP for academic or technical. They need to be consistent.  Faculty needs to be involved. DC’s are faculty just like us but they need to be backed by the faculty senate.  Terry said that their cluster was given the load document (Faculty Productivity Guidelines) two months ago but were not allowed input at that time. I was indicated that it was a only a proposed document and not.

Opposed - unanimous

Problem area: there was no input to this document by the faculty and the faculty do not agree with its contents.

Faculty ranking/compensation/evaluation

Representatives from all the faculty senates got together to write these documents with the purpose of a system-wide standard. Now these documents are going to the bureaucrats who are interpreting them the way they see fit. The documents were written with a spirit of intent. Richard will suggest that they put back all the ifs, ands and/or buts back in the document if they are going to continue to interpret the way they see fit.  An example is the relevance of a degree toward teaching in a department for grand-fathered faculty. The degree may be relevant for SACS and to teach the courses but not relevant for rank.

Ad Hoc Election Committee (March 15)

There will be a committee formed to accept nominations for election of new officers and chairs. Before the next Faculty Senate meeting, be thinking about being on this nomination committee. The commitee will be responsible for obtaining a list of nominations; checking nominations to be make sure the nominees are eligible (full time faculty); and whether the nominee is willing to serve.  By March 22 a list of candidates must be submitted to all faculty. The second week in April elections will be held for the following September..

Old business

 Financial

Tinker faculty senate has at this time $4642. There is $500 worth of requisitions out which leaves us about $4000. The Faculty Senate is given $5000 now, which pays for faculty to go to the Board of Regents meetings, and operating expenses

New Business

Committee for computer consulting firm.

Collegus will be back at the end of this month to have mass interviews with faculty, staff, students, and administration. They will spend at least three weeks compiling all the information. At that point they will return sometime in February to present to us their findings. At that time, we can choose to go into a contract with them to spearhead what has been proposed and make recommendations on a plan to follow through with the plan. They will not be in charge but will keep an eye out that things are being done as they proposed. There was a suggestion that the college that they have previously worked with (Dr. Ellis) be contacted to find out how well they did and if they followed through with any recommendations and how they worked out.

Nine Month Contracts

No one will be forced into 9-month contracts.  There will be an incentive to go 9-month and something for the 12-month contracts. Mention was made about an incentive of $2000-$3500 for moving to 9-month contracts. They are seeing trouble with state laws, differences in an exempt and non-exempt employee, and how they would handle these differences. There was no general faculty or faculty senate input into this proposed document.  Any faculty input was by selection of the administration
